An organization within Northrop Grumman’s Payload and Ground Systems (PGS) division, Mission Enabling Products (MEP), the Deployables Operating Unit (OU) is a leading designer and producer of deployable structural systems and mechanisms, solar arrays, and deployable antennas/reflectors. We are seeking a Test Engineering Manager 2 to lead our testing operations in Oxnard, CA.

Overview
The Test Engineering Manager 2 will provide both program and technical leadership to test engineers and will have responsibility for cost, schedule, operational and technical execution. This position will combine functional and program support to include staffing, performance reviews and act as functional subject matter expert.
Role and Responsibilities:
Program Test Engineering Manager Responsibilities
Manage test engineers and engineering functions related to test planning, GSE requirement definition, procedure authoring, and test execution to cost and schedule goals of programs
Provide technical oversight to assure quality of test engineering products
Act as technical interface with test and systems engineering, design engineering, and other disciplines to address and resolve test related technical issues
Section Test Engineering Manager Responsibilities
Define and implement staffing strategy for test engineering
Provide Test Engineering leadership and own employee development, training, goal setting, performance evaluation, and mentoring.
Enforce and improve Test Engineering processes
Build a culture that empowers and motivates individual performance and establishes functional shared accountability with the program areas
Support proposal activities and improvement initiatives as needed
Basic Qualifications:
Bachelor’s degree in a STEM (Science, Technology, Engineering or Math) discipline with 9 years of engineering experience; OR a Masters degree in a STEM related field with 7 years of engineering experience
2+ years managing direct reports
Demonstrated success leading a team to achieve a common goal
Experience in environmental (thermal cycling and vibration) and deployment testing
Excellent written and verbal communication skills
US Citizenship required
Preferred Qualifications:
Master’s degree in Mechanical or Aerospace Engineering
In-depth knowledge of hardware testing, including static load testing, dynamic testing (sine, sine burst, random, acoustic, modal), thermal cycling/vacuum, and deployment testing
Experience with space deployable systems
Ability to perform problem analysis and resolution using RCCA and continuous improvement tools
Primary Level Salary Range: $142,200.00 - $213,400.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidates experience, education, skills and current spanet conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
