The Department of Natural Resources (DNR) has an exciting opportunity within our Wildland Fire Management Division as a
Mission Sensor Program Specialist, Photogrammetrist 3.
Looking for a fast-paced, exciting, and rewarding career in Wildfire? The Wildland Fire Management Division - Aviation Section has an opening for a Mission Sensor Program Specialist in our Kodiak 100 Multi-Mission Aircraft. DNR Aviation utilizes 2 Kodiak 100 aircraft to aid in fire suppression intel across the state of Washington. You will be responsible for the operation of, and intel gathering using the multi-spectral camera system and downlink. The mission profile of our airplanes includes fire reconnaissance, detection, intel gathering, perimeter estimation, photography, and crew/equipment insertion/transport.
This position requires a motivated individual who works effectively in a team environment, but also possesses the ability to operate and make split-second decisions independently. You will be required to communicate effectively with aircrew, ground resources, and other aerial resources to accomplish your objectives. The ability to multitask is paramount, as you will be monitoring and communicating on multiple radio frequencies both en route and while actively engaged in wildfire suppression.
Duties
Responsibilities:
Serves as the Wildland Fire Management Division project lead for airborne intelligence/gathering/processing data collected from airborne assets and supervises assigned photogrammetrists
Train, mentor, qualify, supervise, and provide oversight of assigned personnel, and assess and select other aviation personnel for training and qualification as a Mission Sensor Operator at the direction of the Aviation ADM
Prepare detailed technical reports for city/state/federal, department, and fire personnel for aerial intelligence collected
Operates, maintains, downloads, and creates airborne reports/maps/intelligence using handheld FLIR devices, cameras, and advanced thermal/infrared/mapping/lidar aircraft systems in support of natural resource missions and emergency operations, and other missions as assigned
Perform pre-flight, mission planning, and post-flight duties
Provide intelligence, surveillance, and reconnaissance (ISR) and an array of airborne capabilities through the use of full motion video, sensors, and mission equipment for the agency, partners, and outside entities such as cities, counties, and federal agencies
Supervises providing quality control (QC), processing, and storage of acquired data in accordance with (IAW) the Aviation Operations Plan and Standards (AOPS)
Development and enforcement of the department’s standards for aerial intelligence collection systems to include EO/IR camera systems, downlink systems, LIDAR operations, and data processing for produced gather from those systems. In addition, serve as the subject matter expert in these operations for developing policies and procedures for the use of equipment and storage/distribution of collected intelligence/products/etc.
Works with section and division GISS personnel with processing, storage, interpretation, and distribution of gathered products/intelligence to division and IMT personnel for the use of the natural resource missions
As the senior level position in this program serves as the primary liaison for the department to Incident Management Teams for aerial photogrammetric projects requested from the department’s Aerial Intelligence Program
Supervises the department’s Mission Sensor Operators as the first-line supervisor.
Provide oversight, edits, and evaluate photogrammetric products, and perform necessary corrections from assigned personnel before distribution of products
Works with the Aircraft Pilot 4 to establish and maintain a staffing schedule for mission sensor operations
Administers, develops, delivers, and leads the division’s Mission Sensor Operator training program,
Maintains assigned department EO/IR camera systems, downlink systems, and aircraft operator stations with product vendors for hardware/software updates to include programming, system software maintenance, and basic upkeep of the EO/IR system IAW OEM guidance
Identifies and provides recommendations to the AADM for new Mission Sensor Operators to be trained
Serves as an aircrew member/trainer in both helicopters and airplanes
Train and provide oversight in the MSO task book completion of other assigned MSOs to the Aviation Section
Serves as a UAS observer and/or pilot
Assist the UAS Program Coordinator as directed
Leverage like technology between airplane EO/IR camera systems and UAS/Drone systems.
Collaborate with the UAS Program Coordinator to ensure duplicate work is minimized or eliminated, and data systems are standardized between purchased systems
System updates to the EO/IR camera system and the MSO Operator Workstation
Training as assigned for recurrent flight training
Conferences, meetings, and training nationwide

Job Requirements:
Required Qualifications:
1 year of supervisor experience over a professional staff.
1 year of experience in the following:
Experience with Crew Resource Management (CRM) procedures as an Aircrew Member
Operating GIS software (e.g., ArcGIS PRO, Google Earth, etc.)
Processing mapping, data, and GIS operations ICRD GIS Pro, Google Earth, etc.)
Operator experience with Ariel EO/IR Systems (TELEDYNE FLIR, WESCAM, Trakka, systems) OR UAS data collection systems with EO/IR systems
Collecting, processing, and photo interpretation of aerial digital products collected from airborne EO/IR systems
Developing raw electro-optical/infrared intelligence products to final products which might include: Geo-Rectified maps, fire perimeters, Geo-Rectified photography, and infrared images for fire incident management teams.
2 years’ experience operating FAA and ground radio communication systems.
10 Flight Hours in either a helicopter or small airplane (e.g., Bell 206L4, Kodiak K100, Grand Caravan, etc.) (Pilot or aircrew member).
FCC Restricted Radiophone Operator License, FAA Pilot License, or an equivalent certification and experience to operate aircraft radios (e.g., HEMG, ABRO, ASGS, ATGS, AOBD, FAA, etc.).
Experience and knowledge with aircraft mission flight planning and the National Airspace System (NAS).
Experience with developing reports and products via Microsoft Office Suite and Mission Planning Software.
Successfully pass annual DNR flight and oral evaluation.
Ability to function collaboratively with peers in a fast-paced, stressful environment.
Journey-level computer skills.
Ability to fly up to 8 hours per day as a Mission Sensor Operator.
Ability to consistently make sound decisions with little to no direct supervision.
Excellent communication skills, both verbal and written.
Strong interpersonal skills.
